MY SOLUTION: I noticed even if when I unplugged the cable, the monitor still gives me the same prompt saying no USB-C signal from the device. 
AFAICT no one else mentioned this method online yet. I'm keeping this post in case anyone else has the same issue.
I was typing this post while trying my last attempt, and it magically FIXED the issue. All cables work fine with the working monitor but not the broken one.
Changing cables, I have tried several USB-C cables that support alt-mode (including the ones came with monitor). USB-C still doesn't not work after installing driver. DELL 24 MONITOR NO DP SIGNAL FROM YOUR DEVICE DRIVER

Connecting ThinkPad T480s to the monitor (no output, I can't even get the driver to install since it can't detect the display).Resetting the display firmware (both monitors report the same version number).Resetting both MacBook Pro's SMC and NVRAM state.The System Information app can't detect the monitor neither. When I plug the cable in it can still power the laptop but the monitor won't show anything other than "No USB Type-C signal from your device". They were running fine until today one of the display started to refuse accepting USB-C signal. I connect 2 of my MacBook Pros (manually switching USB-C cables) and PC (HDMI + DisplayPort) to them. I have two U2720Q side-by-side running for about half-year now.
